Subject: Sitting Out

I don't understand why poker sites allow people to, "sit out" for 40,
60 minutes. There can be people waiting to play on fast games and these
sit outs are allowed to take up a seat for unlimited time. They can
watch the game without taking a seat. I can understand a 5 to 10 minute
break, but I cannot play at a table anymore without some freeloader
sitting thereand just taking up space. Does anyone know the rules on
this, or if there are sites that do not allow this? Thanks in advance.
