10/20 opening level blinds.
REBUY TOURNAMENT

UTG raises to 100.
Small blind reraises to 400.
UTG reraises to 1700.
Small blind pushes for 2100.
UTG folds for 400 more, leaving just 500 behind.

UTG claims he had JJ. Small blind claims he had AA.

Either way, is this a proper play early in a rebuy tourney?

it doesn't matter what UTG had.  He's getting over 9-1 on his call.

No.  No it is not.  It is not proper play in any poker-like situation that I can
think of.

No, proper play is UTG calls and rebuys if he loses.
