This is an interesting check. At the 30/60 level, I guess that Sam could
be counted on to bet any time he improved to a 1 card draw, and also
sometimes when he does not, so it seems like he is trying to checkraise.

Sam almost certainly has a 2 card draw still.

You suspect that Sam will be drawing two, and dave is still drawing, so
the range of pat hands here is pretty wide. Could be anything from a 7
low to a 987xx, or maybe even a total snow.

Sam has improved to a 1 card draw, probably to a wheel or other 7. A 7
would be ahead enough to warrant a value raise, so the implieds are there.

Sam missed and didn't think that the chance that starfish was snowing was
hgih enough to call the river.
