No, but the US coming out and explicitly making online poker legal
will get that group of people who *still* think online is illegal to
maybe try it out, putting more fish in the sea. People who think its
illegal dont strike me as the most analytical thinkers, giving me
reason to think they will not be as successful at poker as others.

The real answer to allowing people to fund is to staff the DOJ with
lawyers who think the US is a country of laws (who think the government
has to abide by the law).
The law does not stop anyone from funding a poker account, but banks will
stop you because they are afraid of what some rogue prosecutor might do,
not becuase of the law.
More laws will not protect you from an out of control government.
