There has always been lip-service to such policies. When it has been
_easy_ to avoid civilian casualties, almost every military on earth
has done so. Put your target in snugly with civilians and "collateral
damage" becomes something that gets shrugged off.
Strategic bombing has always caused more civilian death and
destruction of national infrastructure than its military value would
justify if anyone cared about enemy civilians or what the enemy
country would be like after the war.
In my own experience, you cannot trust fast-moving aircraft,
helicopters or artillery to avoid killing, or narrowly missing, your
own troops, let alone villages full of people who want both sides to
go away. A man with a rifle can be more disctiminating but if he is
shot at by someone in that village he isn't going to worry about who
ELSE is there.

During the Battle of the Bulge, the American 9th Air Wing got the name
"American Luftwaffe" from the troops on the ground, because for several
consecutive days they bombed the U.S. positions instead of the German
positions.

Could I ask you a... well, it's a question that isn't exactly the
question being asked here, but I think it's something that needs to be
addressed, and I think you'll know the answer.

Has there been, in the past (say... WWI - Vietnam), a general practice
of avoiding deliberate bombing of certain targets, like schools and
hospitals by most countries.
I know *we've* generally tried to hold ourselves to some such standard -
even avoiding, as much as possible, engagements in mosques and other
religious temples in Iraq - but was this a generally accepted practice
in the past by everyone?
If that is the case, have there been any notable exceptions during that
time period (WWI - Vietnam)?

Your question might be too general to have a "general practice" sort of
answer.
Many examples of deliberate bombing of certain targets of all sorts by all
countries (that might be of interest to you) can be generated. It depends
... is always the general answer to these sorts of general questions, in my
opinion.
I believe I remember that Eisenhower refused to bomb Paris during WWII ... I
know that there were "free fire" zones in Vietnam and there were other zones
where specific permission had to be obtained for any bombing of certain
targets ... in Korea, the "red cross" was supposed to protect both sides,
but I suspect that all sides at one time or the other may have used it as
cover for covert operations.
During the second war of the American Revolution, also called the war of
1812, it is my memory that Admiral Cockburn's march to Washington from
Annapolis was largely unopposed as Madison and Monroe were trying to be
field generals and the entire American resistance dissolved in the face of
the advancing redcoats; the only person hurt was an American officer who
fell off his horse and broke his leg ... Cockburn picked him up and carried
him into Washington in his surgery wagon ... Cockburn apparently burned the
few buildings down (including the white house, which he said he would have
spared if Dolly had remained in residence) ... he "won" that non-battle ...
some of his own troops injured themselves while they were destroying
gunpowder stores so Cockburn made a deal with the injured American officer
to look after the injured British troops and Cockburn would send a ship to
pick them up. Cockburn returned to Annapolis and sent a ship to pick up his
injured troops ... all quite gentlemanly behavior.
I am sure there are thousands of stories about good things and bad ... war
is hell. Collateral damage is often inevitable. There are many stories of
atrocities as well. Intentional rape and slaughter of known innocents by
individual combatants is not a myth ... but I do not think that is what you
are asking.
What is currently termed "terrorist war" does not fit any reasonable
historic mold.

Lets see, I know, here's the deal. In the past, particularly when discussing
any modern advanced nation at war with any other more or less equally modern
advanced nation, and pretty much irrespective of the era, real militaries
have avoided using schools and hospitals as bases or camps, therefore their
is generally no reason to attack them. There are many exceptions to this in
civil war, guerilla war and apparently stateless terrorist war. I guess you
could pretty much say the same thing by discussing any non-muslim war with
respect to any muslim war. These people, quite simply, are animals that only
deserve to die. Apparently.
Then again we have been known to destroy whole cities in the past.

There probably is quite a bit of it going on within the dark continent. I
here the Tutsi were pretty mean to the Hutu recently. As for Nam - guerilla
war is tough but I know we destroyed many a temple over there. And rightly
so. The deal is that if you're going to hide in them most Armies will bomb
them. I doubt its as bad as Hollywood depicts in the movies.

crippling the Gaza economy and attempting to starve their children in
exchange for Hamas halting rocket attacks. Hamas halted it's rocket
attacks but Israel continued it's rocket attacks and never opened the
border crossings as agreed for a full six months. After Israel recently
murdered six members of Hamas then Hamas refused to renew the whimsically
named, one-sided "truce" and resumed their rocket attacks in exchange for
Israeli attacks.

Hamas needs war with Israel so they have some one to blame for their

Hamas stay in power. When Clinton hosted the Camp David meetings in the
late 1990s, Israel offered Arafat peace and his own country. Arafat turned
it down and started blowing up Israeli women and kids instead. Why?
Because he was afraid he would lose some of his personal power it there

The Hamas leadership was certainly not hiding while their underlings
were sending some 7000 rockets across the border without any response.

Hamas wants war with Israel for the same reason Arafat wanted war with
Israel and turned down the opportunity to have a Palestinian state in the
1990s at the Camp David meeting. They are afraid they will lose their power
without a war and an enemy (the Jews) to blame for all of the problems
resulting from their own incompetence and corruption. Israel pulled out of
Gaza and the Palestinians could have lived there in peace. Instead Hamas
set up rocket launchers in the middle of civilian neighborhoods and fired
thousands of rockets in to Israel. The amazing thing is how long it took
Israel to finally retaliate.

Hamas launch the rockets completely randomly, Israel use planned attacks and
say they are targetting terrorists, tragically civilians get killed/injured
too. You're trying to make out Israel war planners look at a Palestinian map
and say "look there's a hospital full of babies, let's aim directly there
for no reason". I'm no fan of Israel, but Hamas just seem to be a bunch of
stupid troublemakers to me, the Palestinians would do a lot better without
them.

90% of the Palestinians victims are civilians, and 30% are under 17.
That doesn't say much of Israeli's aim, does it?
Israel bombs hospitals, schools, residential areas, mosques... That
sounds a broad generalisation of "military targets".
Besides, Israel isn't targetting "terrorists". They are targetting (if
they are in fact) "Hamas", that is the democratically elected government
in Gaza (as in Lebanon they were targetting Hezbola, using the same
blanket "terrorist", when in fact they are an army that defeated the IDF
using "conventional" means).
"Terror" is only a military tactic used by both Hamas and Israel. If
Israel were targetting "terrorists" they should start shooting
themselves (perhaps they are, as they haver killed three of their own
soldiers...)

Oh, of course they have a reason: They are using the terror tactics to
make the civilian population to ask for a rendition, and to punish the
Palestinians for voting Hamas or for simply being in the way. You only
have to read this newsgroup to see how many people consider all
Palestinians deserving of execution.

Yeah. It would be much more comfortable for Israel if the Palestinians
simply behave as told, and know their place. I'm sure many whites in
South Africa thought the same of Mandela and the ANC.
